They are sold on the Arrivals Level (2nd floor) at the JR East Travel Center and at the dedicated “Welcome” card ticket machine nearby. If you follow the airport signs to the monorail, you should end up here:

As you can see, unless you have another reason to stand in that long line at the ticket counter, go for the vending machine.

The vending machine only takes cash, so if you don’t already have a pile of yen, get some from the 7-11 ATM right next to the ticket machines. (Note: 7-11 ATMs accept foreign-issued debit and credit cards—unlike most Japanese bank ATMs—and are the easiest and best way to get cash, wherever you are in Japan.)

You’re only supposed to buy one card per customer (because of the supposed chip shortage) but nobody was policing the vending machine when I was there, so I bought the four that I needed for visiting friends, no problem.

• It will then give you several choices of how much to load onto your card to get started. Pick one.

• Feed yen notes into the slot in the middle (any denomination, doesn’t matter which way you put it in)

• It’ll give you a “processing” message, then spit out your Welcome card, your change, and a receipt that tells you when the card will expire and can no longer be reloaded.
